Libellago lineata, river heliodor is a species of damselfly in the family Chlorocyphidae. It is found in many Asian countries. The species is found in clear streams or rivers. Wikipedia

Teneral of a Chlorocyphid, could be anything of jewel species (Libellago, Rhynocypha, Heliocypha etc).

The proper term for a young adult dragonfly that has just emerged is a teneral. The Latin root word of teneral, tener, means tender or young. After moulting, an insect is in the teneral stage. An arthropod in the teneral state is described as soft-bodied, as their new exoskeleton has not hardened yet

Thanks, Muhammad Nazri Janra and Marcus Ng  Dragonflies of Singapore  for the ID.
